Paid and unpaid experience, including volunteer work, counts.

With education: A bachelor's degree or higher from an accredited U.S. college or university meets the basic education requirement. Foreign degrees must be evaluated by a private organization as equal to a U.S. degree, or given full credit at a U.S. accredited school. Some current DoD civilians and military members who held similar contracting jobs on or before September 30, 2000 are exempt from the degree requirement.
