With experience: You need one year of specialized experience, which the announcement describes as typical of GS-12 work. It includes managing complex facility programs, designing mechanical systems such as HVAC, plumbing, fire protection, and utilities for military or large institutions, giving expert technical oversight, and coordinating projects and contractor disputes.
With education: You need a bachelor's degree in engineering from an ABET-accredited program, or another listed route such as a professional engineering license, passing the FE exam, or 60 semester hours of required science and engineering courses. A science degree such as physics or architecture can count if you also have at least 1 year of professional engineering experience. Education cannot replace experience for this job, so you must meet the experience requirement on its own.
Licenses and certifications you need:

How you will be rated: Your application package, including your resume, supporting documents, and questionnaire answers, is reviewed against the qualification requirements. If the agency finds you have inflated your qualifications or experience, you may lose consideration, and missing information can make your application incomplete or ineligible.
