Can you apply?

Yes, if you are a U.S. citizen: this job is open to everyone.

  • Displaced federal employeesFederal employees who lost or are losing their job through a reduction in force (CTAP, ICTAP, RPL).
  • Open to everyoneAny U.S. citizen or national can apply. Some jobs also accept non-citizens; the announcement says so.

Other groups listed above may get extra consideration, for example veterans' preference.

The job is open to the public, but you must be a U.S. citizen, a U.S. national, or someone who owes allegiance to the U.S. Federal employees eligible under career transition programs (CTAP, ICTAP, or RPL) get priority over other applicants.

What you would do

  • Manage multi-discipline design and construction projects for facilities.
  • Work with researchers, engineers, maintenance staff, and end-users on facility needs.
  • Prepare procurement documents and serve on source selection boards.
  • Act as Contracting Officer's Representative to monitor contract compliance.
  • Make project decisions with little supervision.

Do you qualify for ZP-3 to ZP-4?

With experience: For the ZP III level, you need 1 year (52 weeks) of specialized experience at the GS-9 level (ZP II at NIST). This means coordinating building design and construction projects, gathering technical requirements, applying mechanical design principles, or using AutoCAD. For the ZP IV level, you need 1 year (52 weeks) at the GS-12 level (ZP III at NIST), such as managing lab construction projects or ensuring building code compliance.

With education: You can qualify with a bachelor's degree in engineering from a program accredited by ABET, or with a related science degree such as architecture, physics, or engineering technology plus at least 1 year of professional engineering experience. Other options include an Engineer Intern or Engineer in Training registration, passing the Fundamentals of Engineering exam, or at least 60 semester hours of science and engineering courses. A Ph.D. or 3 years of graduate study toward a Ph.D. can also count. Transcripts are required to validate education.

How to apply well

What to send:

  • Resume of no more than 2 pages, font 11 points or larger, uploaded as a PDF
  • Month and year and hours worked per week for each job listed on your resume
  • Answers to the vacancy questions about your technical qualifications
  • Transcripts (unofficial copies are accepted at first; official copies are needed before an offer)
  • Foreign education evaluation with a course-by-course listing, if you studied outside the U.S.
  • Cover letter (optional)

How you will be rated: Your application is checked against the basic qualification requirements, and subject matter experts may review the first two pages of your resume for technical qualifications. Overstating your experience may get you removed from consideration, and applicants are not rated and ranked under direct-hire authority, so veterans' preference does not apply.

Tips for this job:

  • Keep your resume to two pages in 11-point font or larger, saved as a PDF, since only the first two pages are reviewed.
  • List the month and year and the hours per week for each job, or the experience may not get credit.
  • Upload transcripts with your application, because the education requirement cannot be validated without them.
