Education: You must have a J.D. (law degree) from a law school accredited by the American Bar Association, and be an active member of a bar in good standing. The announcement does not say education can replace experience.

Licenses and certifications:

Experience can be paid or unpaid, volunteer work included: if it matches the duties, it counts. The full rules are in the announcement.

2 Resume and documents

3 Apply on USAJOBS

Closes in 27 days (November 30, until 11:59 p.m. Eastern Time).

You sign in to USAJOBS with a Login.gov account, answer the questionnaire and upload your documents, then you submit. Answer the questionnaire honestly: your resume must show what you claim.

How they rate you: An HR Specialist reviews your resume, your evidence for the 5 ECQs and MTQs, and your supporting documents. Applicants found minimally qualified go to an Executive Resources Board, and the best qualified may be invited to a structured interview before the OPM Qualifications Review Board reviews the selectee.

4 After you apply

In USAJOBS, under Applications, you can see where your application stands: received, reviewed, referred to the hiring manager or not, then selected or not. It can take a few weeks.

For the interview, prepare three examples with the STAR method: the Situation, the Task, what you did (Action) and the Result.

If they choose you: a tentative offer, then a background check, a security clearance (Sensitive Compartmented Information), then the final offer with your start date.

Tips for this job:

  • Your resume must be 2 pages or less and must show clear evidence for each MTQ and ECQ.
  • List your J.D. school, bar states, and bar dates on your resume, since the announcement requires them.
  • Only experience gained by the closing date at 11:59 pm EST counts, so submit your complete package before then.
