Permanent civil servants and contract staff can apply. A contract worker may be hired while waiting for a civil servant. A competition pass is not needed, because an entry grade in category C allows direct hiring.
Category: Category B (intermediate)
Diploma: BAC+2 or BAC+3 in human resources, preferably
Experience: Proven experience in a local council on a similar post
The profile they look for:
- Know the rules of the territorial civil service well
- Have proven experience in payroll and its rules
- Be rigorous, organised and quick to react
- Handle several priorities while keeping good service
- Use office tools and HR software confidently
2 Résumé and cover letter
A one- or two-page résumé and a short cover letter that takes up the duties of the offer with your examples. If you are a civil servant, you are often asked for your latest status decision (arrêté) and your latest annual review reports.
3 Apply

4 Interview and answer
If your application is shortlisted, the employer contacts you for an interview, often with two or three people. Prepare: why this job, your experience close to the duties, and your questions.
