This is a Senior Executive Service director job in the Federal Facilities Enforcement Office at the Environmental Protection Agency, based in Washington, DC. The office enforces environmental laws against federal facilities and advises top EPA leaders. It is office-centered, so you must report to the duty station on a regular basis, and the job requires a top-secret security clearance.

Yes, if you are a U.S. citizen: this job is open to everyone.
- Open to everyoneAny U.S. citizen or national can apply. Some jobs also accept non-citizens; the announcement says so.
- Senior executivesCurrent or former members of the Senior Executive Service and other qualified leaders.
Other groups listed above may get extra consideration, for example veterans' preference.
The job is open to the public, but only U.S. citizens, nationals, or people who owe allegiance to the U.S. can apply. Applicants should be senior executives who meet the five Executive Core Qualifications (ECQs). Veterans' preference does not apply to this job.
What you would do
- Develop and implement enforcement policies for the office.
- Advise the Assistant Administrator on federal facility enforcement and compliance.
- Serve as principal legal advisor to higher management for assigned areas.
- Represent the agency to Congress, other agencies, states, and industry.

Do you qualify for ES?
With experience: You need one year of specialized experience at a level close to this job, plus progressively responsible leadership experience. The announcement also expects significant experience giving legal advice at EPA, another federal, state, or local agency, or in private practice.
With education: You must have a J.D. or LL.M. degree from an accredited law school, or equivalent apprentice experience allowed under state law.
Licenses and certifications you need:
- Licensed to practice law in a U.S. state, territory, or the District of Columbia
- Active member in good standing of a U.S. bar (must be done before starting work, not at application)
How to apply well
What to send:
- 2-page resume addressing all five ECQs and Technical Qualification 1 (TQ 1)
- Law school transcripts or a list of courses with grades and dates (unofficial is accepted at application)
- Documentation of apprentice experience if you use it instead of a J.D. or LL.M.
- Equivalency evaluation if your education is from a foreign institution
- SF-50 proving SES status if you apply as a noncompetitive candidate
- Redact your social security number and date of birth
How you will be rated: Human Resources first checks basic qualifications. Then a three-member panel of SES members rates your resume against the ECQs and TQ 1, and the best-qualified applicants may be sent to the selecting official. Resumes over 2 pages, or missing any ECQ or TQ, lead to disqualification, and exaggerated or false information can also disqualify you.
Tips for this job:
- Your 2-page resume must clearly address all five ECQs and TQ 1, or your application can be disqualified.
- Upload a law school transcript or course list with your application, since official transcripts are needed only before you start.
- You do not need bar admission to apply, but you must be licensed and an active bar member before starting work.
