  • Open to everyoneAny U.S. citizen or national can apply. Some jobs also accept non-citizens; the announcement says so.

Other groups listed above may get extra consideration, for example veterans' preference.

  • Analyze complex employee and labor relations issues and give strategic guidance to managers.
  • Administer and maintain agency employee and labor relations programs, including negotiating agreements.
  • Manage HR programs such as performance management, awards, telework, and leave.
  • Oversee and facilitate the agency's drug testing program.

Do you qualify for GS-11 to GS-13?

With experience: For GS-11, you need one year of experience equal to GS-9 that includes researching regulations for performance or discipline cases and helping process routine performance, leave, and telework actions. For GS-12 or GS-13, you need one year of experience equal to the grade below that includes managing HR programs, advising managers on employee relations, or evaluating agency-wide employee and labor relations operations.

With education: For GS-11 only, you can qualify with 3 years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree, or a mix of graduate education and experience, supported by your resume and transcripts. You cannot qualify on education at GS-12 or GS-13; you must have experience.

How to apply well

What to send:

  • Resume, two pages maximum, showing dates, full or part-time status, hours per week, and titles
  • Federal series and grade on resume for any federal jobs
  • Answers to the assessment questionnaire in full paragraph narrative format
  • College or graduate transcripts if qualifying through education
  • For CTAP or ICTAP: most recent performance appraisal, proof of eligibility letter, and most current SF-50

How you will be rated: Applications are first checked for basic qualifications. Those who qualify are rated on knowledge, skills, and abilities (KSAs) through narrative answers, and may be referred to the selecting official. Tips for this job:

  • Make sure your resume shows employment dates, full or part-time status, and hours per week for every job, or that experience may not count.
  • Start each narrative answer with the exact position title, organization, dates, hours, and series and grade, matching your resume.
  • Apply early and check that all documents show in your application, since the job may close after 75 applications and uploads alone do not guarantee inclusion.
