Who can apply: The public.

The job is open to the public, but only U.S. citizens, nationals, or people who owe allegiance to the U.S. The agency clarifies that only U.S. citizens may apply.

Experience: You need at least 1 year of specialized experience at or equivalent to the GS-13 or NH-03 level, in federal service or equivalent experience in the private or public sector. The experience must show expert knowledge of federal contracting rules, planning and directing procurement for complex systems, strong speaking and writing skills, and managing a staff.

Education: A bachelor's degree from an accredited school is the basic education requirement. You may also qualify with 3 full academic years of progressively higher-level graduate education, or a Ph.D. or equivalent doctoral degree.

Licenses and certifications:

  • Contracting professional acquisition certification, obtained within 36 months
  • Unlimited Contracting Officer's Warrant under FAR Subpart 1.6
  • DAWIA certification in the assigned Functional Area and Tier

Experience can be paid or unpaid, volunteer work included: if it matches the duties, it counts. The full rules are in the announcement.

2 Resume and documents

Write a federal resume for this job. For each job you held, give the month and year you started and ended, your hours per week and what you did, using the words of the experience the announcement asks for. Many announcements accept resumes of up to 2 pages: check this one.

3 Apply on USAJOBS

Closes in 27 days (November 30, until 11:59 p.m. Eastern Time).

You sign in to USAJOBS with a Login.gov account, answer the questionnaire and upload your documents, then you submit. Answer the questionnaire honestly: your resume must show what you claim.

How they rate you: Human Resources rates your resume and documents against the listed qualifications, and qualified applicants are referred to the hiring manager, who may interview them. You can be found not qualified if your resume overstates your experience or if your application package is incomplete.

4 After you apply

In USAJOBS, under Applications, you can see where your application stands: received, reviewed, referred to the hiring manager or not, then selected or not. It can take a few weeks.

For the interview, prepare three examples with the STAR method: the Situation, the Task, what you did (Action) and the Result.

If they choose you: a tentative offer, then a background check, a security clearance (Secret), then the final offer with your start date.

Tips for this job:

  • Put the announcement number DE-13103469-27-ALK in the email subject line.
  • Keep your resume to 2 pages or less, and make sure it is legible and shows hours per week and dates by month and year.
  • If you claim a certification, warrant, degree, or veterans' preference, attach a copy of the supporting document.
