Who can apply: The public.

This job is open to U.S. citizens, U.S. nationals, and people who owe allegiance to the U.S. Clarification from the agency says U.S. citizens and non-U.S. nationals must have lived in the U.S. or a U.S. territory for at least three continuous years right before starting federal service. Candidates must also live within the local commuting area of Stuttgart, Germany.

Experience: You need at least 18 months of experience working in group programs with children or youth, plus knowledge of how children and youth grow and develop. You can instead qualify with at least 12 months of that experience, plus a qualifying college degree or 60 semester hours of college credit in a related field. The announcement does not state a federal grade level for this experience.

Education: You must have a high school diploma or equivalent. You can also qualify with completed DoD standardized training (Foundation training) or a Child Development Associate (CDA) or Military School-Age (MSA) credential. With 12 months of experience, you can qualify with an associate's degree or 60 semester hours of college credit in early childhood, elementary, or secondary education, child and youth development, special education, human development, youth program administration, recreation, physical education, or a directly related behavioral science. A bachelor's or advanced degree in a related field also qualifies, as long as it includes 24 semester hours of coursework directly related to the age group. General psychology or sociology courses do not count.

Licenses and certifications:

  • Current CPR and First Aid certifications

Experience can be paid or unpaid, volunteer work included: if it matches the duties, it counts. The full rules are in the announcement.

2 Resume and documents

Write a federal resume for this job. For each job you held, give the month and year you started and ended, your hours per week and what you did, using the words of the experience the announcement asks for. Many announcements accept resumes of up to 2 pages: check this one.

3 Apply on USAJOBS

Closes in 7 days (November 5, until 11:59 p.m. Eastern Time).

The closing date was extended once due to a low applicant pool, and the announcement lists 11/05/2026 as the deadline, so check the current date on USAJOBS before applying.

You sign in to USAJOBS with a Login.gov account, answer the questionnaire and upload your documents, then you submit. Answer the questionnaire honestly: your resume must show what you claim.

How they rate you: Your application is reviewed for how well your experience and qualifications match the announcement, including your resume, supporting documents, and questionnaire answers. Candidates who are tentatively qualified will have their questionnaire answers checked against their resume and documents. Overstated qualifications or experience may hurt your chances, and missing information or skipped questionnaire items may lead to an ineligible rating.

4 After you apply

In USAJOBS, under Applications, you can see where your application stands: received, reviewed, referred to the hiring manager or not, then selected or not. It can take a few weeks.

For the interview, prepare three examples with the STAR method: the Situation, the Task, what you did (Action) and the Result.

If they choose you: a tentative offer, then a background check, then the final offer with your start date.

Tips for this job:

  • Make sure your resume is two pages or less and shows dates and hours per week for your childcare experience
  • Send transcripts in English that show your name and the school name, and make sure the courses are directly related to child or youth development
  • Upload proof of your CDA, Foundation training, or diploma with your application, since these are required documents
