Who can apply: Veterans, The public, Career transition (CTAP, ICTAP, RPL).

Open to the public, but you must be a U.S. citizen, national, or someone who owes allegiance to the U.S. Career transition applicants (CTAP, ICTAP, RPL) and veterans are also eligible, and veterans may receive preference.

Experience: You need one year of specialized experience at the GS-9 level to qualify for GS-11. This means work in federal or private sector jobs that involved conducting trade, economic, financial, or marketing studies, gathering trade data, using analysis techniques, and briefing managers on findings.

Education: Education can qualify you instead of experience if your major was in business administration, economics, business or international law, finance, industrial management, international trade or relations, or another directly related field. A Ph.D. or 3 full years of graduate study in a related program also qualifies at GS-11, and education and experience can be combined to reach 100 percent. Education must come from a school accredited by an accreditor recognized by the U.S. Department of Education, and foreign education must be evaluated.

Experience can be paid or unpaid, volunteer work included: if it matches the duties, it counts. The full rules are in the announcement.

2 Resume and documents

Write a federal resume for this job. For each job you held, give the month and year you started and ended, your hours per week and what you did, using the words of the experience the announcement asks for. Many announcements accept resumes of up to 2 pages: check this one.

3 Apply on USAJOBS

Closes in 6 days (November 9, until 11:59 p.m. Eastern Time).

You sign in to USAJOBS with a Login.gov account, answer the questionnaire and upload your documents, then you submit. Answer the questionnaire honestly: your resume must show what you claim.

How they rate you: Your resume, documents, online questionnaire, and USA Hire competency assessment are rated. If you rate yourself higher than your application supports, your answers may be lowered or you may be excluded, and the hiring manager may request a writing assessment.

Apply on USAJOBS ↗
4 After you apply

In USAJOBS, under Applications, you can see where your application stands: received, reviewed, referred to the hiring manager or not, then selected or not. It can take a few weeks.

For the interview, prepare three examples with the STAR method: the Situation, the Task, what you did (Action) and the Result.

If they choose you: a tentative offer, then a background check, a security clearance (Secret), then the final offer with your start date.

Tips for this job:

  • Give months and years for each job, plus hours per week, or the experience may not count.
  • Complete both the online questionnaire and the USA Hire assessment, since both are required.
  • Upload your transcripts if you use education, and include supervisor names and phone numbers on your resume.
