Do you qualify for GS-14?
For a GS-14 job you usually need 1 year of specialized experience at GS-13 (education alone is rarely enough at this level).
This is OPM's general rule. Some occupations require a specific degree, license or certification: the “Qualifications” section of the announcement is what counts.
