Who can apply: Federal employees - Competitive service, The public, Federal employees - Excepted service, Senior executives.
Only U.S. citizens, nationals, or people who owe allegiance to the U.S. may apply. The job is open to the public, current federal employees in the competitive or excepted service, and senior executives who meet the five Executive Core Qualifications.
Experience: The announcement does not list a number of years or a grade level. You must show in your resume demonstrated experience in labor-management relations or employment matters, plus experience in dispute resolution such as mediation, arbitration, or hearings, along with the five Executive Core Qualifications (leadership skills).
Education: The announcement does not say education can replace experience. If you rely on education, it must come from a school accredited by an accrediting body recognized by the U.S. Department of Education. Foreign education needs an evaluation by a private organization that specializes in foreign education.
Experience can be paid or unpaid, volunteer work included: if it matches the duties, it counts. The full rules are in the announcement.
2 Resume and documents

3 Apply on USAJOBS
Closes in 29 days (November 30, until 11:59 p.m. Eastern Time).
You sign in to USAJOBS with a Login.gov account, answer the questionnaire and upload your documents, then you submit. Answer the questionnaire honestly: your resume must show what you claim.
How they rate you: Applicants are first checked for minimum qualifications, then rated on the Executive Core Qualifications and Technical Qualifications shown in the resume. Highly qualified applicants may have one or more interviews, and resumes that are too long or use the wrong font or margins are ruled ineligible.
4 After you apply
In USAJOBS, under Applications, you can see where your application stands: received, reviewed, referred to the hiring manager or not, then selected or not. It can take a few weeks.
For the interview, prepare three examples with the STAR method: the Situation, the Task, what you did (Action) and the Result.
If they choose you: a tentative offer, then a background check, then the final offer with your start date.
Tips for this job:
- Keep your resume to 2 pages in 10pt Arial or Times New Roman with 1-inch margins, or you will be ruled ineligible.
- Show evidence of all five Executive Core Qualifications and both Technical Qualifications in the resume, since separate narratives are not accepted.
- Apply through USAJOBS by 11:59 PM EST on the closing date, because mailed applications are not accepted.
