Who can apply: The public.

This job is open to the public, but only U.S. citizens, nationals, or people who owe allegiance to the U.S. can apply. Federal retired annuitants may only be considered as temporary employees, and only if the role can be filled that way.

Experience: To qualify at the GS-13 level, you need at least 52 weeks of specialized experience equivalent to GS-12 in federal service. Specialized experience means work such as giving expert advice on electrical design, managing electrical project schedules and resources, serving as a Contracting Officer Technical Representative (COTR, a person who oversees contracts) or equivalent, or working as a professional electrical engineer on power quality, capacity, or emergency power studies.

Education: An engineering degree from a program with at least one ABET-accredited program (ABET is an engineering accreditation group), or a degree that includes calculus and at least five of seven listed engineering science courses. You can also qualify with a mix of education and experience, shown by a current Engineer Intern or Engineer in Training registration, a Professional Engineer license, or a passed Fundamentals of Engineering (FE) exam. Foreign education must be judged equal to U.S. education.

Experience can be paid or unpaid, volunteer work included: if it matches the duties, it counts. The full rules are in the announcement.

2 Resume and documents

Write a federal resume for this job. For each job you held, give the month and year you started and ended, your hours per week and what you did, using the words of the experience the announcement asks for. Many announcements accept resumes of up to 2 pages: check this one.

3 Apply on USAJOBS

Closes in 9 days (November 13, until 11:59 p.m. Eastern Time).

You sign in to USAJOBS with a Login.gov account, answer the questionnaire and upload your documents, then you submit. Answer the questionnaire honestly: your resume must show what you claim.

How they rate you: Your questionnaire answers give an initial score. An HR specialist and/or subject matter expert then checks your resume against those answers, so your resume must support them. The four rated areas are design and development, project management and construction activities, contractor oversight, and technical advice and guidance. Falsifying background, education, or experience can lead to non-selection or removal.

Apply on USAJOBS ↗
4 After you apply

In USAJOBS, under Applications, you can see where your application stands: received, reviewed, referred to the hiring manager or not, then selected or not. It can take a few weeks.

For the interview, prepare three examples with the STAR method: the Situation, the Task, what you did (Action) and the Result.

If they choose you: a tentative offer, then a background check, then the final offer with your start date.

Tips for this job:

  • Give specific examples in the questionnaire for design, project management, contractor oversight, and technical advice, and make sure your resume backs each one up with dates.
  • If you qualify through a foreign degree, get a course-by-course equivalency evaluation now, since you must provide it if selected.
  • Apply online through USAJOBS only; forms sent by fax, email, or mail will not be accepted.
