Deputy Assistant Secretary
Office of Finance and Operations · Department of Education
This job in plain English
This is a full-time Deputy Assistant Secretary job in the Office of Finance and Operations at the U.S. Department of Education in Washington, DC. It is a Senior Executive Service (SES) job, the top executive rank, and the person leads the Office of Financial Management and oversees the Department's financial operations, audits, and internal controls. The job requires a Top Secret security clearance, a financial disclosure report, and occasional travel, and the position may be detailed to another federal agency.
Can you apply?
Yes, if you are a U.S. citizen: this job is open to everyone.
- Open to everyoneAny U.S. citizen or national can apply. Some jobs also accept non-citizens; the announcement says so.
The job is open to the public. You must be a U.S. citizen, a national, or someone who owes allegiance to the U.S. Veterans' preference does not apply to SES jobs.
What you would do
- Provide senior executive leadership for the Office of Financial Management
- Oversee Department-wide accounting, financial reporting, and cash management
- Advise the Chief Financial Officer on financial risks, audits, and internal controls
- Lead the Department's annual financial statement audit and audit readiness
- Lead efforts to reduce fraud, waste, abuse, and improper payments
Do you qualify for ES?
With experience: You must show executive-level experience leading a comprehensive financial management program for a federal agency or large, complex organization. You must also show experience managing an internal control program, including yearly estimates of improper payments. Give examples of both, plus the five Executive Core Qualifications (leadership-style skills the government uses for SES jobs), in your resume.
With education: You can qualify with a degree in accounting, or in a related field such as business administration, finance, or public administration that includes 24 semester hours in accounting (up to 6 hours of business law can count). You can also combine at least four years of accounting experience with one of these: 24 semester hours in accounting or auditing, a CPA or Certified Internal Auditor certificate, or other coursework reviewed by a panel. Education must come from schools accredited by a U.S. Department of Education-recognized accrediting body.
Licenses and certifications you need:
- Certified Public Accountant (CPA) or Certified Internal Auditor (CIA) certificate, only if you use it to qualify through education
How to apply well
What to send:
- Resume of no more than 2 pages, font at least 10 points, showing your Executive Core Qualifications and Technical Qualifications with examples
- Transcripts or equivalent proof if you qualify through education
- CPA or CIA certification documentation, if you use one of these to qualify
- SF-50 forms if you are a current or former SES member or federal employee
- SF-50 showing your highest grade held or promotion potential, if it is at or above this grade
- SESCDP completion and OPM certification proof, if you graduated from that program
- Most recent performance appraisal (strongly recommended)
How you will be rated: A panel reviews your resume and documents to decide if you have the Executive Core Qualifications and Technical Qualifications. Highly qualified applicants may have one or more interviews. Missing a required qualification means you will be disqualified, and incomplete applications may be rated ineligible or lower.
Tips for this job:
- Address all five Executive Core Qualifications and both Technical Qualifications inside your 2-page resume, with real examples, because separate narratives are not reviewed.
- Keep your resume to 2 pages or less, in 10-point font or larger; anything past page 2 is not reviewed.
- If you are a current or former federal employee or SES member, attach your SF-50 forms, including one showing your highest grade held or promotion potential.
