Who can apply: The public.
The job is open to the public, but the agency clarified that all applicants must be U.S. citizens. Non-citizens may be appointed only when qualified citizens cannot be found.
Experience: For the GS-9 level, you need a bachelor's degree plus one year of experience. For the GS-11 level, you need one year of progressively complex experience equivalent to GS-9, plus the basic requirements. The experience must show skills in blind or vision rehabilitation work.
Education: You need a bachelor's degree from an accredited college in blind or vision rehabilitation, a closely related rehabilitation program, special education for the visually impaired, family and consumer science education, or technology and industrial arts education. A degree in another field can count if it also includes at least 30 semester hours of upper-level courses in the field, one year of related graduate coursework, or a related certificate with a practicum or internship. At GS-9, two full years of graduate education or a master's degree in a related field can also qualify. At GS-11, three years of graduate study toward a doctorate, or a doctorate in blind rehabilitation or a related field, can qualify. Foreign graduates need proof of a bachelor's degree with a blind rehabilitation specialization.
Licenses and certifications:
- Active, current, full and unrestricted certification from ACVREP or an equivalent related credential (required at GS-11 and above)
Experience can be paid or unpaid, volunteer work included: if it matches the duties, it counts. The full rules are in the announcement.
2 Resume and documents
Write a federal resume for this job. For each job you held, give the month and year you started and ended, your hours per week and what you did, using the words of the experience the announcement asks for. Many announcements accept resumes of up to 2 pages: check this one.
3 Apply on USAJOBS
Closes in 27 days (November 30, until 11:59 p.m. Eastern Time).
You sign in to USAJOBS with a Login.gov account, answer the questionnaire and upload your documents, then you submit. Answer the questionnaire honestly: your resume must show what you claim.
How they rate you: You will be rated on how well you meet the qualifications, based on your questionnaire and documents, and the agency will verify what you submit. Missing information or errors may lower your rating or make you ineligible. Applications are reviewed in this order: current permanent VA employees at the facility, other VA employees, current permanent federal employees of other agencies, then all other applicants.
4 After you apply
In USAJOBS, under Applications, you can see where your application stands: received, reviewed, referred to the hiring manager or not, then selected or not. It can take a few weeks.
For the interview, prepare three examples with the STAR method: the Situation, the Task, what you did (Action) and the Result.
If they choose you: a tentative offer, then a background check, then the final offer with your start date.
Tips for this job:
- Describe your experience in detail with dates and specifics, because the agency will not assume anything about your work.
- If you use education to qualify, upload your transcript, or your application may be marked incomplete.
- Submit the full package, including the questionnaire and all documents, by 11:59 PM ET on 11/30/2026.
