Only U.S. citizens may apply, according to the agency's clarification. Veterans' preference does not apply under this hiring authority.
Experience: You need one year of experience at the next lower grade level that shows you can do the job. For the GS-05 level, this means clerical or administrative work that supports business transactions using standard procedures. For the GS-06 level, this means financial work such as reviewing documents for accuracy, entering financial information into systems, or correcting invalid transactions.
Education: For GS-05, four years of college education above high school in any field can replace the specialized experience. For GS-06, six months of graduate education directly related to the job can replace it. Education must come from a college or university accredited and recognized by the U.S. Department of Education.
Licenses and certifications:
- Level 1 certification under the DoD Financial Management Certification Program
Experience can be paid or unpaid, volunteer work included: if it matches the duties, it counts. The full rules are in the announcement.
2 Resume and documents
Write a federal resume for this job. For each job you held, give the month and year you started and ended, your hours per week and what you did, using the words of the experience the announcement asks for. Many announcements accept resumes of up to 2 pages: check this one.

Closes in 9 days (November 12, until 11:59 p.m. Eastern Time).
The agency may close this announcement early or extend it, and selections may be made at any point during the open period.
You sign in to USAJOBS with a Login.gov account, answer the questionnaire and upload your documents, then you submit. Answer the questionnaire honestly: your resume must show what you claim.
How they rate you: You will be rated on how well your resume and application answers meet the listed qualifications. Errors or missing information in the application may lower your rating or make you ineligible. You may receive an invitation to take USA Hire Competency Based Assessments, which must be completed within 48 hours if the link arrives after the announcement closes.
4 After you apply
In USAJOBS, under Applications, you can see where your application stands: received, reviewed, referred to the hiring manager or not, then selected or not. It can take a few weeks.
For the interview, prepare three examples with the STAR method: the Situation, the Task, what you did (Action) and the Result.
If they choose you: a tentative offer, then a background check, a security clearance (Other), then the final offer with your start date.
Tips for this job:
- List your education and certifications in your resume, since they are used to qualify you
- If you use education instead of experience, upload transcripts when you apply
- After submitting, check your application status in USAJOBS to confirm all documents were received
