Diploma: Bac +3 minimum (the listing also mentions Bac +4)
Experience: Significant experience in running business applications or web services.
The profile they look for:

2 Résumé and cover letter
A one- or two-page résumé and a short cover letter that takes up the duties of the offer with your examples. If you are a civil servant, you are often asked for your latest status decision (arrêté) and your latest annual review reports.
