Civil servants (transfer or competition winners) can apply, and failing that, contract staff. A person without a competition can be hired directly at the entry grade.

2 Résumé and cover letter
A one- or two-page résumé and a short cover letter that takes up the duties of the offer with your examples. If you are a civil servant, you are often asked for your latest status decision (arrêté) and your latest annual review reports.
