Civil servants (titulaires) and contract agents can apply. A person who has not passed a competitive exam can be hired directly, because the entry grade of category C allows it.
Category: Category C (staff)
Diploma: Higher education in communication, information-communication or a related field.
Experience: Experienced level asked; a first experience in public communication would be appreciated.

2 Résumé and cover letter
A one- or two-page résumé and a short cover letter that takes up the duties of the offer with your examples. If you are a civil servant, you are often asked for your latest status decision (arrêté) and your latest annual review reports.
