Civil servants and contract agents can apply. A person who has not passed a competitive exam can be hired, because a category C grade allows direct recruitment. Disabled workers can also apply through a contract.

2 Résumé and cover letter
A one- or two-page résumé and a short cover letter that takes up the duties of the offer with your examples. If you are a civil servant, you are often asked for your latest status decision (arrêté) and your latest annual review reports.
