Civil servants (by transfer or competition winners) and contract agents can apply. A contract agent may be hired if no civil servant could be recruited. No competition is needed for the entry grade.

2 Résumé and cover letter
A one- or two-page résumé and a short cover letter that takes up the duties of the offer with your examples. If you are a civil servant, you are often asked for your latest status decision (arrêté) and your latest annual review reports.
