Do you qualify for GS-11 to GS-12?
For a GS-11 job you usually need a Ph.D. (or 3 years of graduate school), or 1 year of specialized experience at GS-9.
This is OPM's general rule. Some occupations require a specific degree, license or certification: the “Qualifications” section of the announcement is what counts.
